
Mark Kelsey
Director
Mark Kelsey is the Director of the Columbus Public
Service Department.
Kelsey oversees a team of 803 employees, an annual operating
budget of $88.9 million and a 2007 Capital Budget of $117.6 million
for street repair, sidewalk construction near schools and the
installation of traffic-calming measures to slow traffic in
residential areas.
The
Public Service Department is comprised of the three divisions: Refuse,
Transportation and Parking Violations, and also oversees the Mayor’s Service Center for citizen services
requests.
Kelsey
came to the City from the Ohio Department of Transportation, where he
served as Deputy Director of the Division of Contract
Administration. There he initiated the recovery of $3 million
from consultants who committed errors or omissions on highway designs. Prior to joining ODOT in 1986, Kelsey served as an Assistant Ohio
Attorney General.
Kelsey, 52, earned a law degree from Capital University Law School in Columbus and a bachelor’s in history
and philosophy from Boston College in Massachusetts. Kelsey and his wife, Betty, live in northwest Columbus. They have three children.
